This role sits at the heart of our Corporate Services Team and is responsible for supporting the HR lead in providing a professional HR service for the British High Commission in line with Singapore labour law, best practice and central policy.

Singapore is an important regional hub for the UK and the High Commission here hosts a number of different government departments represented by a diverse staff.  Working closely with the Deputy Corporate Services Manager, HR (DCSM, HR), HR Hub and other HR partners including the International Academy (IA) and Learning & Development Committee, the job holder will have visibility across the mission and will help deliver a first class HR service.

Flexibility is a key requirement as the jobholder will also provide surge support and ad hoc cover for other support roles in the team, offering exposure to the breadth of corporate services work in support of seamless delivery across our multifunctional team.

Roles and responsibilities:

Operational Human Resource Management 30%

  • Provide support on HR policy, operations, employment terms and conditions, working closely with the DCSM (HR).
  • Manage HR electronic records and staff masterlists.
  • Monitor work permits and applications and advise DCSM of upcoming expiry.
  • Support on workforce planning and budgeting.
  • Support post activity on wellbeing and mental health.

Recruitment and Onboarding 25%

  • Contribute to local recruitment processes working closely with the HR Hub, oversee specifications, criteria and approvals, run local adverts.  Convene and manage panel logistics.
  • Working with the DCSM, review and update on-boarding and exit processes and documents, ensuring they are up to date and relevant.  Tailor induction to local needs.
  • Manage local recruitment schemes including interim personnel pool and internships.

Pay and Benefits 10%

  • Under direction of the DCSM, manage administration of local medical insurance scheme including assisting with contract management, annual reviews and mandatory submissions.
  • Suporting the DCSM, review benefits and allowances on a bi-annual basis to ensure value for money.
  • Provide data and support for local pay processes.

Learning and Development (L&D) 10%

  • Support the delivery of the learning and development agenda at post, advising on best practice processes and tools.
  • Provide advice and assistance to post L&D committee, line managers and staff on the available learning and development opportunities and funding.

Performance Management  10%

  • Signpost guidance and support to staff and line managers where required.
  • Act as Secretary of the Post Appraisal Committee, administering quarterly In Year Awards and annual appraisal moderations.

Team Support 15%

  • Support other members of the Corporate Services Team as required, including providing occasional cover for other CSOs (Protocol, Estates, Community Liaison), and surge support for UK Based arrivals and departures during the annual turnover period.
  • Participate in post crisis activity.
