Myanmar - Energy Infrastructure Development Opportunities

Despite being plagued with difficulties in its transition to democracy, Myanmar is a country in the region that desperately requires investment in its energy sector to underpin stable economic development. The country has one of the lowest rates of electricity access in South East Asia - only around 30% of its 53 million inhabitants have access to grid electricity - and yet it is an exporter of energy with extensive gas and hydro resources.  

Drawing from commercial and legal backgrounds, the panel will cover some of the current obstacles to investment in Myanmar and projects that are nonetheless being developed. Taking account of short and long term risks they will also consider how the opportunities to invest in Myanmar stack up against other opportunities in ASEAN.

Our Energy and Utilities business group have been collaborating with the Energy Working Group from the British Chamber in Myanmar to bring together this insightful event and we hope you will be able to join us as we look at the energy opportunities in this region in more detail.

ABOUT THE SPEAKERS

 

Marat leads the Infrastructure team at Clifford Capital, a non-bank financial institution set up by Temasek, DBS Bank, Sumitomo Mitsui Banking Corporation, Standard Chartered Bank, John Hancock Life and Prudential, with support from the Government of Singapore. Clifford Capital is a specialist provider of project and asset-backed finance established to act as a catalyst for companies with a meaningful presence in Singapore, in support of their investments or exports overseas. Marat is responsible for origination, structuring and execution of infrastructure debt investments for the company.
 
Under the leadership of Marat, Clifford Capital acted as the Initial Mandated Lead Arranger and Documentation Bank on the Sembcorp Myingyan Independent Power Project in Myanmar. Beyond Myanmar, the Infrastructure team is engaged in a number of first-of-a-kind financings across power, water, transportation, LNG and other sectors in Asia, Middle East and Latin America.
 
Marat has over 12 years of experience, including six in Asia Pacific and has closed a number of high-profile award-winning financings in the region, across energy, infrastructure and resources sectors in Vietnam, Malaysia, Philippines, India and the broader Asia region. Marat started his career in London where he advised on energy and infrastructure financing and M&A in Europe, Russia/ Commonwealth of Independent States and the Middle East.
 
 
 
Yanis Boudjouher has 18 years of financial and technical experience in the energy sector including project development, finance, M&A and risk, with a multi-billion-transaction track record.
 
He is the CEO of ReEx Capital Asia, a leading investment banking and consulting company specialized in clean energy in Asia Pacific and headquartered in Singapore. Yanis has also co-founded and is a Managing Director of Infra Capital Myanmar – ReEx, developing infrastructure projects in Myanmar.
 
Yanis previously worked at Electricite de France (EDF) in Paris and London as co-Head of M&A. He served on the Investment Committee for EDF Energies Nouvelles and on the boards of generation companies in Europe and China. Yanis is a Certified Engineer and a CFA charterholder.
 
 
Atul Nargund, chemical engineer with 25 years experience in energy industry with working experience background in BP, reliance industries and SembCorp industries. Over last few years have been involved in projects across Asian continent namely in Singapore, India, Vietnam, Indonesia, Myanmar and Middle East. Have successfully delivered thermal projects in gas fired and coal fired from concept to operations including non recourse financing and participation in merchant and PPA markets. 
 
 
 

Brian is an experienced corporate transactional and project lawyer with a particular focus in the energy and resources sector.

Brian has been based in South East Asia for 16 years including a period between 2004 and 2011 based in Jakarta.  He has been integrally involved in his firm's Myanmar practice working with a range of energy and infrastructure sector clients on transactions in Myanmar in recent years including Woodside and Puma Energy.
 

ABOUT THE MODERATOR

 
 
Bree has lived in Asia for over 15 years and is a specialist projects and construction lawyer and partner of international law firm Reed Smith. She advises on renewable and conventional power, energy efficiency, oil and gas, transport and water and waste, and commercial development projects worldwide. She is recognised as a thought leader in clean energy and leads a work stream for a global solar energy standardisation initiative launched by IRENA and a Paris based NGO. Bree was recently shortlisted by Euromoney Asia Women in Business Legal Awards 2017 as Best in Energy and Natural Resources.
